The Property and Land Use Committee works with new businesses coming into the Southampton Neighborhood. The committee writes conditions for businesses to fit into the neighborhood. Neighbors may be surveyed for proposed conditions. All conditions are presented to the Ward 5 Alderman for approval, and then to the City of St. Louis.

Considering opening a business in Southampton? Please contact the neighborhood association for details on neighborhood conditions. Below is a list of suggested guidelines for conditions in Southampton:

1. Hours of operation are determined by the owner of the business and residential area.
2. No live/recorded music or televised sound shall be played outside of the building.
3. All signage must be applied for and approved by the St. Louis Office of Zoning Administration.
4. No sidewalk café/summer garden if requested will be proposed to neighboring residents.
5. All glass containers must remain within the property lines.
6. Contracts for private commercial waste hauling services prior to opening and throughout the life of the restaurant, including trash and grease, with service between 6 AM and 8 PM shall be monitored by owners.
7. No colored lighting.
8. Extraction/hood cleaning will be done a minimum of two times annually. 
9. Deliveries will be scheduled after employees arrive between the hours of 10 AM and 8 PM.
10. No vending machines or ATM machines will be allowed on premises.
11. Windows may not be covered with any non-transparent materials including, but not limited to, boards or grates. Windows may be covered from inside with blinds or curtains.
12. Odor mitigation systems shall be installed to contain odors within property lines.
13. Parking standards as determined by the City of St. Louis must be met.
14. The property shall not become a designated nuisance property pursuant to Ordinance 68535 or its successor ordinances.
